Carl Usher
A member of the CSU board since its inception in 2012, Carl ensures that the organisation is financially viable and customer-focused. He has successfully developed an effective financial strategy and realistic business plans and has consistently delivered our financial targets with clean audit opinions. He has developed the CSU’s supply chain strategy to support integrated care systems to help facilitate the health and well-being of the populations we serve.
Carl has more than 20 years’ experience in financial management, with a background in business advisory services in a global accounting firm. He has worked extensively in the NHS, the wider public sector and in numerous private sector organisations.
His specialist expertise lies developing business and financial strategy, business planning, commercial development, financial management, regulatory reporting and change management. He is effective at leading high-performing teams, providing excellent relationship management and ensuring the delivery of high quality services to our customers over a wide geography. Working closely with audit committees and internal audit, Carl has excellent understanding of NHS standing financial instructions, delegations and procurement rules.
During Carl’s career, he has successfully undertaken numerous performance improvement and business transformation projects. This has included improving finance functions, optimising business processes, improving management information and undertaking capital investment appraisal for large and complex programmes.
Carl is a qualified accountant and has a master’s degree in business administration.
